REPORT: Order on Paper, Harm in Practice
On June 12th, the new EU Pact on Migration and Asylum entered into effect. This set of legislations has been described by the Union's institutions as a faster and more efficient system. But how does its implementation actually look like in Ter Apel during its first week?
From the 11th until the 20th of June, we spend a week at the registration center of Ter Apel to collect observations and testimonies. What we gathered is a reality that significantly differs from what has been promised on paper, built on an already broken system. Implementation continues to be shaped by overcrowding, insufficient information, institutional neglect, and the uneven distribution of time itself. The new measures and procedures have not been capable to counter the issues it wants to face.
To the contrary, especially after the new Pact, the ordinary administration of Asylum is inherently holding systemic erosion of people's dignity through waiting, exclusion, procedural opacity, and the normalization of degrading conditions.
This report wants to highlight how border violence is not produced only through detention or deportation, and it aims at individualizing the first safeguards that fail to materialize in practice.
