REPORT: Order on Paper, Harm in Practice
On June 12, the new EU Migration and Asylum Pact entered into force. This package of legislation was presented by the institutions of the European Union as a faster and more efficient system. But what does its implementation look like in practice in Ter Apel during the first week following its entry into force?
From June 11 to 20, we spent a week at the registration center in Ter Apel to gather observations and testimonies. What we found is a reality that deviates sharply from what was promised on paper and that builds upon a system that was already functioning poorly. Implementation is still characterized by overcrowding, inadequate information provision, institutional negligence, and an unequal distribution of time. The new measures and procedures have failed to address the very problems they are intended to solve.
On the contrary: precisely after the introduction of the new Pact, the daily implementation of Asylum policy perpetuates a systematic violation of human dignity through waiting, exclusion, procedural opacity, and the normalization of inhumane conditions.
This report aims to demonstrate that border violence is not exclusively caused by detention or expulsion. It also aims to clarify which fundamental safeguards fall short or are entirely absent in practice, even in the first phase of the asylum procedure.
